looks to me scott, the one of few rational minds around, seems to have calculated – from current results of basically having pulled out of range – that the US Navy/Army is nowhere near being able to victoriously and triumphantly sail in to guarntee safe navigation ?
What I read is that scott probably has in mind some sort of international pact – “international coalition” – that would be guaranteed by the likes of China, Russia, Japan, India and the US

US Navy to escort oil tankers through Strait of Hormuz ‘as soon as militarily possible’ says Bessent
The U.S. Navy will escort oil tankers through the Strait of Hormuz as soon as it is militarily possible, Treasury Secretary Scott Bessent said Thursday.
Speaking to Sky News, Bessent said: “My belief is that as soon as it is militarily possible, the U.S. Navy, perhaps with an international coalition, will be escorting vessels through.”
“There are, in fact, tankers coming through now — Iranian tankers. I believe some Chinese-flagged tankers have come through. So we know that they have not mined the strait,” he added.

Brent oil touched a high of $101.25 overnight, according to FactSet data.
